Supporting local councils to build change capability

The context

Our client, a busy inner Sydney council, provides a broad range of services to residents and key stakeholders. They have a diverse staff base with varying needs and differing experiences when it comes to delivering and being on the receiving end of change.

With a pipeline of change underway and a recognised need to continue to support the staff to build their change capability, our specialist expertise was engaged to work with the council to define a new unified approach, that will fit in with their culture, and provide a repeatable formula to deliver change for their people and customers.

Our approach

Blue Seed worked closely with the council’s Executive and HR Team to deliver an eight-week program of work to support the organisation to build its change capability.

The program was specifically designed to gain an understanding of their people’s previous experience of change and engage the workforce on the proposed approach – notably through the delivery of a Change Charter, tools, and training to uplift capability.

Re-usable change assets to support repeatable success

All staff were invited to insights workshops designed to understand their experience of change and to inform the development of an Organisational Change Charter, which serves as a guide for the organisation on the values and behaviours they aspire to when managing change.

To support the practical implementation of the charter, the Blue Seed team provided a custom Change Toolkit to support new ways of working when planning and delivering change at the council.

A Change Heatmap tool was also delivered which integrated with the charter and toolkit. The heatmap gives the leadership visibility of all change projects across the organisation which then supports decision making on timing, delivery and resourcing.

Training sessions to launch the change assets

To support the launch of the charter and supporting tools, Blue Seed ran Capability Development Sessions, tailored to each team’s role in change. These sessions were designed to develop a common language of change across the organisation and to introduce the toolkit and heatmap for operationalisation.

The outcome

Feedback received from staff and leadership on the program was extremely positive. Staff were highly engaged throughout, with the council now in a great position to operationalise their new change management framework and ways of working.
